MUNICIPAL ENGINEER DEPARTMENT Q: How long does it take to approve a building plan? A: 1 month. Q: How do you maintain your road network within the Municipality? A: By contracting out works through pre-qualified contractors using funds from Kenya Roads Board, we also carry out routine maintenance with our own staff. Q: What are the responsibilities of the Engineer’s Department? A: Development control, infrastructural development and and Maintenance, approval of development plan etc. Q: What is the structure of the Engineer’s department? A: The department is headed in the civic arm by the chairman of Town planning and works committee who is an elected councilor. Administratively, the department is headed by Municipal Engineer, the department is divided and operates through various sections, headed by section heads. Q: How do you identify projects to be implemented? A: This is done through Local Authority Service Delivery Action Plan. Q: What is the size of our Municipality? A: Eldoret Municipality is about 147 Km2 . Q: How do you intend to improve the street lighting? A: The council through its strategic plan has adopted public private partnership. To this end the Council is soon entering into public/ private partnership to improve on street lighting. Q: What are the fees required for approval of development plans? A: The law requires the due process of inspection during construction is followed. Q: How do I get medical certificate for my food handlers? A: Visit any EMC health facility and ask to be examined as food handlers. Q: What is the cost of medical examination for food handlers? A: 150/= for medical examination and 400/= for typhoid vaccination. Medical certificate is renewable after 3 years.
SOCIAL SERVICES & HOUSING DEPARTMENT Q: I am a very poor person and need financial assistance urgently. A: You will be attended to a social worker who will do some counseling so as to identify all the issues concerning your life with a view to designing an appropriate treatment plan. Please co-operate with the social worker and give him or her accurate information. .Q: How can we get grants to support the activities of our group? A: Your group must be registered first, we can advise you on how to go about the registration. We also need to assess you, identify your strengths and weakness after which we would develop a proposal together and link you up to agencies that would help you. If you fall within a ward that had set aside funds for youth capacity building under Local Authority Service Delivery Action Plan (LASDAP), your group will benefit from some training. Q: What are the major services offers in the department. A: The services are: (a) Social welfare-Involves identifying clients who are socially distressed and helping them solve their problem through counseling and follow-up (b) Community Development- involves advising groups on management, facilitating area development committees and coordinating LASDAP. (c) Sports- The department is in charge of two sports stadia where sporting facilities are provided at a subsidized fee. Q: How can I get a house in town? A: We can assist you to get Council owned housing which number 2,000. They are found in Kidiwa, Kapsuswa, Pioneer and Bondeni-West Indies. However, they are under the National Housing which administers them. We would recommend that you be given the houses once they fall vacant and after you apply. A: Go to Home Craft center in Pioneer next to the Health Center and fill in an application forms and get guidance from the principal. Q: When do LASDAP meetings take place? ENVIRONMENT DEPARTMENT Q: What are the responsibilities of Environment department? A: To ensure that Eldoret Town is clean, beautiful and free from Environment degradation. A: We have partnered with public private partners in refuse collection and beautification of roundabouts. Q: Mosquitoes are disturbing me and my family. A: Indoor residual spraying is done to your house to repel mosquitoes; we also identify and destroy breeding sites. Q: How do you treat your house which is infected with cockroaches? A: Disinfestations against roaches is done to the house infested especially to the sites harboring the cockroaches. Q: How do you remove dangerous trees within the Municipality? A: Dangerous trees are identified by our staff, if found they are removed. If in personal plots owners apply, our officer will inspect the trees and if dangerous, the council will give authority to fell the trees. Q: How do you identify dangerous trees? A: Inspections are done by Environment officers and also information from members of the public
MUNICIPAL EDUCATION DEPARTMENT Q: What are the requirements for establishing and running a private primary school? A: Require adequate bland size, adequate physical facilities. Request the department to carry out inspection for purposes of registration of the institution as per Education Act Cap 211. Q: Why are some schools well staffed while others lack teachers? A: The geographical location of some schools makes staffing them adequately difficult but the department strives to have balanced staffing through the staffing committee meetings. Q: Is it possible for the (teacher) to be transferred from the District to the Municipality? A: Regardless of the proximity of the District to the Municipality, the procedure of external transfer will have been to be followed i.e. fill external transfer forms so the transfer is sanctioned by the Teachers Service Commission head office. Q: What requirements / guidance are required for pupils to transfer from one school to another? A: The pupils must fill a transfer form duly signed by the current school head teacher which must be endorsed by the department. However there are no costs involved in transfers. Q: What are the procedures for being awarded a bursary? A: The current scenario is where bursary form are (20) issued to each ward (Councilor) to identify the needy students to benefit. However, the department is in the processing of setting up in the respective wards under the patronage of area councilors with the Zonal Education officers as secretaries and membership will include the Provincial administration to vet bursary applicants and award bursary to the most needy students. Q: Why is the Municipality offered a chance to recruit teachers? A: The current teacher recruitment policy is to replace who leave the service through natural attrition,. Only understaffed districts / Municipalities recruit. The Municipality is currently overstaffed. Q: When will the schools open or close? A: Term dates are released through circulars by the Ministry of Education headquarters. These are subsequently sent to schools by the department. Q: When will my school get the free primary Education Fund? A: The funds are released by the Ministry in two tranches after verification of school enrolment and account numbers. The disbursement schedules are sent to the department and the department informs individual schools. The disbursement is accompanied by the vote head allocation. Q: When will the office carry out an inspection in our school? A: The department has a program for school assessment in which all public schools are inspected at least once in a year (calendar). Q: When is the Teacher Training College intake? A: The process starts in March with an advertisement by the Ministry of Education for applicants to present themselves to fill application forms at the Zonal offices. The applicants are merited and merit list submitted to the department which takes them to Ministry headquarter. Applicants are selected and r4eport to college in September.
